创建组织 webhook 端点。
组织 webhook 端点属于组织，而不属于其某个工作区。一个组织最多可以拥有 32 个组织 webhook 端点（无论启用或禁用）。
响应中包含该端点的签名密钥。任何读取操作都不会返回该密钥，因此请在收到时妥善保存。
每个请求都必须包含 beta 标头 anthropic-beta: webhooks-2026-10-07。不带该标头的请求将返回 404，就如同此 API 不存在一样。Anthropic 会为每个组织单独开启组织 webhook 端点功能；在您的组织开启之前，请求同样会返回 404。组织 webhook 端点目前处于 beta 阶段，不适用于已启用 HIPAA 就绪的组织。
